STANDARDS 2

Minimum requirements for accredited educational organizations of primary, secondary and higher professional education in the Kyrgyz Republic

1 standard. Minimum requirements for Education Assurance Quality Policy

1. The existence of a clearly formulated and accepted mission of the educational organization, developed on its basis and approved strategic and current plans that meet the needs of stakeholders. Availability of educational goals and expected learning outcomes developed and adopted based of the educational mission of the educational organizations.

2. Annual monitoring of the implementation of strategic and current plans, educational goals, learning outcomes, analysis of mplementation results and making appropriate adjustments.

3. Participation of management, staff, students of the educational organization and stakeholders in the implementation, control and revision of the system of the education quality assurance.

4. Implementation of the education quality assurance system with the help of a documented education quality management system

5. Availability of the responsible persons (services) of the educational organization responsible for implementation of quality assurance system by means of the documented quality management system.

6. Availability of the educational organization published on the website and accessible to all interested parties of mission, strategic and current plans, educational purposes, learning outcomes, quality management system.

5. Educational organizations of higher education, in addition to the criteria provided for in paragraph 4 of these Minimum requirements, take actions to improve their academic reputation and ensure academic freedom.


2 standard. Minimum requirements for the development, approval, monitoring and periodic evaluation of educational programs

1. The presence of a clearly formulated, consonant with the mission of the educational organization and corresponding to the requirements of state educational standards of the educational purposes of the educational program.

2. Availability of the developed with participation of representatives of the professional, production organizations and the organizations of the sphere of services reflecting the labor market and corresponding to the purposes of the educational program and expected learning outcomes formulated in universal and professional terms.

3. Availability of clearly defined and corresponding to the state educational standards of the educational load on the educational program.

4. Periodic assessment (once a year) of the expectations, needs and satisfaction of students and employers in order to improve the educational program.

5. Provision of educational program places for the passage of all types of practices provided by the curriculum (introductory, training, production, pedagogical, pre-diploma).

6. Monitoring and annual assessment of the content of concrete disciplines by the educational organization, taking into account the latest achievements of science and technology to ensure its relevance.

7. Monitoring:
– load, progress and release of students;
– effectiveness of their assessment procedures;
– expectations, needs and satisfaction of students and employers with the educational program;

– educational environment and support services and their compliance with the gobjectives of the educational program;

– employment of graduates in order to establish the adequacy and increase the efficiency of educational services.

8. Identification of processes and responsible persons (services) for monitoring and periodic evaluation.

9. Analysis, discussion with the involvement of stakeholders of the results of monitoring and periodic evaluation and it’s use to improve the organization of the educational process.

10. Compliance of educational and methodical support of the educational program with the educational purposes, state educational standards.

9. Educational organization of higher education, in addition to the criteria provided for in paragraph 8 of these Minimum requirements, uses the results of their research in the educational process.


3 standard. Minimum requirements for students-centered learning and assessment of students

1. Use regular feedback from students to evaluation and adjustment of pedagogical methods and educational forms and technologies.

2. Possession of assessing person (examiners) methods of testing the knowledge of students and continuous training in this field.

3. Publication of the educational organization on its website criteria and methods of evaluation that are adequate in relation to the expected learning outcomes that students must achieve, as well as demonstrating the level of achievement of the student of the planned learning outcomes.

4. Ensuring the objectivity and transparency of the evaluation procedure, including mitigating circumstances and providing for a formal appeal procedure of the evaluation results.

5. Informing fully students about the used procedureof their assessment, about the expected types of control (exams, tests, defense of thesis, etc.), about the requirements for students, about the applied criteria for assessing their knowledge.

6. Analysis of the reasons for dropping out of students and the adaption of measures to improve their performance and consolidation of students.

7. Availability of developed and implemented procedures for responding to complaints of students.

8. For educational organizations of secondary and higher education, in addition to the criteria provided for in paragraph 11 of these Minimum requirements, the following criteria are established for student-centered learning and assessment of students:

9. Application of innovative educational resources, pedagogical methods, forms and technologies by the educational organization in order to improve the quality of education.

10. Identification by the educational organization needs of different groups of students and their satisfaction through additional courses, electives and clubs.

11. For educational organizations of higher professional education, in addition to the criteria provided for in paragraphs 11 and 12 of these Minimum requirements, the following criteria are established for personal-oriented training and assessment of students:

12. Implementation by the educational organization of educational programs that take into account the needs of different groups of students, to provide opportunities for the formation of individual learning paths.

13. The use of flexible options for provision of educational services (including the use of electronic and distance learning technologies).

14. Ensuring effective interaction of teachers and students in the field of education and research aimed at the developing of a dynamic educational  environment, suppor of individual achievements of students in the organization of the educational process.

15. Availability in educational programs of the necessary types of practices, internships and other types of training outside the walls institution of higher education for the acquisition of practical experience related to the training of students.


4 standard. Minimum requirements for admission of students, recognition of result of education and graduation of students

1. The use of impartial and objective methods and procedures for the selection and admission of students, as well as the exclusion of unreasonable barriers to the admission of potential students.

2. Transparent and consistent application of the rules, process and criteria for admission of students.

3. Obtaining complete and timely information and advice to students on the chosen educational pathway, as well as academic mobility programs and career opportunities.

4. Availability of clear procedures and tools for collection, monitoring and follow-up on the basis of information about academic achievements of students.

5. Providing an educational organization with objective recognition of qualifications and periods of previous education in order to achieve the expected learning outcomes and promote it’s academic mobility.

6. Providing by the educational organization of the students who completed training according to the educational program and reached expected learning outcomes, the document on education, confirming the received qualification, including the achieved learning outcomes, and also the contents and status of the received education and the certificate of its end.


5 standard. Minimum requirements for teaching and teaching support staff

1. The use of transparent and objective criteria for admission of teaching and educational support staff to work, promotion in accordance with the labor legislation of the Kyrgyz Republic.

2. Compliance with the educational program and the requirements of the educational process of the composition, qualifications, education and experience of the teaching and training support staff.

3. Creation by the educational organization of conditions for selection, motivation and fixing of teachers, and also as well as for conducting research by an educational organization.

4. The work of teachers on the development and publication of manuals and textbooks that meet the educational program, state educational standards, the needs of the labor market and contribute to improving the quality of education.

5. Availability of real plans developed by the educational organization and implemented to improve the skills of teaching and teaching support staff.

6. The presence of a permanent system of professional development of teaching and teaching support staff, which contributes to professional development and allows you to be constantly informed about the latest changes in your field of activity.

7. Creating conditions for periodic training of teachers in innovative educational methods and technologies.

8. Educational organization of higher and secondary vocational education, in addition to the criteria under paragraph 17 of these Minimum requirements has a system of encouraging academic research to strengthen the links between training and research and implementation of innovative teaching methods and the use of advanced technologies.


6 standard. Minimum requirements for the material and technical base and information resources

1. Provision of students with the necessary material resources (library funds, computer classes, educational equipment, other resources) available to students of various groups, including persons with disabilities.

2. Ensuring stability and sufficiency of educational areas by the educational organization.

3. Compliance of premises of educational institution to sanitary and hygienic morms and rules, and requirements of fire safety, and also requirements of labor protection and safety in accordance with the legislation of the Kyrgyz Republic in the field of labor protection.

4. Provision of dormitory facilities (if any) for study, accommodation and leisure.

5. Provision appropriate conditions for work in reading rooms and libraries.

6. Providing appropriate conditions for food (in the presence of a dining room or buffet), as well as medical care in the medical centers of the educational organization.

7. Provision of students necessary for the full implementation of the educational process equipment, textbooks, manuals and other teaching materials, including electronic ones.

8. Providing students with appropriate human resources (curators, class teachers, teachers in dormitories, psychologists, etc.) to support and encourage students to achieve learning outcomes.

9. The educational organization of higher professional education, in addition to the criteria provided for in paragraph 20 of these Minimum requirements, provides appropriate conditions for the scientific activities of students.


7 standard. Minimum requirements for information management and communication to the public

1. Collection, systematization, generalization and storage of the following information by the educational organization for planning and realization of the educational purpose:
– information about the contingent of students;
– data on attendance and performance, achievements of students and dropouts;
– satisfaction of students, their parents, graduates and employers with the implementation and results of educational programs;
– availability of material and information resources;
– employment of graduates;
– results of research work of students (for higher education institutions);

– key performance indicators of the educational organization.

2. Participation of students and employees of the educational organization in the collection and analysis of information specified in sub-paragraph 1 of paragraph 23 of these Minimum requirements, and planning of further actions.

3. Providing the educational organization to the public on a permanent basis with information on its activities, including:

 mission;
 educational purpose;
 expected learning outcomes;
 qualification awarded;
 forms and means of teaching and learning;
 evaluation procedures;
 passing scores and educational opportunities provided to students;
 information on employment opportunities for graduates;

 results of research activities of students (for higher education institutions).

4. The use of the educational organization to provide information to the public on its website and the media.

5. In educational organizations of secondary and higher professional education, in addition to the criteria provided for in paragraph 23 of these Minimum requirements, the management of the educational organization is carried out with the help of an automated (software) management system. In the absence of this system, the educational organization of secondary and higher professional education plans to develop or purchase it and launch it.
