MINIMUM REQUIREMENTS FOR ACCREDITED EDUCATIONAL ORGANIZATIONS OF PRIMARY, SECONDARY AND HIGHER PROFESSIONAL EDUCATION OF THE KYRGYZ REPUBLIC  FOR INSTITUTIONAL ACCREDITATION

1 standard. Minimum requirements for Education Quality Assurance Policy


The educational organization must have approved by the academic or pedagogical  council and published on the website of the educational organization the police or quality assurance of education, including the mission, strategic and current plans, educational goals, learning outcomes, quality management system. Criteria for the policy of ensuring the quality of education and educational institutionsof primary, secondary and higher education:

Criterion 1.1. The existence of a clearly formulated and accepted mission of the educational organization, developed on its basis and approved strategic and current plans that meet the needs of stakeholders. Availability of educational goals and expected learning outcomes developed and adopted on the basis of the mission of the educational organizations.

Criterion 1.2. Annual monitoring of the implementation of strategic and currentplans, educational goals, learning outcomes, analysis of the results implementation and making appropriate adjustments.

Criterion 1.3. Participation of management, employees, students of the educational organization and stakeholders in the implementation, control and revision of the quality assurance system of the education.

Criterion 1.4. Implementation of the education quality assurance system with the help of a documented quality management system of education.

Criterion 1.5. Availability of the responsible persons (services) of the educational organization responsible for implementation of quality assurance system by means of the documented quality management system of education.

Criterion 1.6. The presence of mission, strategic and current plans, educational purposes, learning outcomes, quality management system published on the website of the educational organization and available to all interested parties.

Criterion 1.7. Educational organizations of secondary and higher professional education, in addition to these criteria, take actions to improve their academic reputation and ensure academic freedom.


2 standard. Minimum requirements for the development, approval, monitoring and periodic evaluation of educational programs

An educational organization must have procedures in place to develop and approve educational programs. The content of the developed educational programs should correspond to the mission of the educational organization, educational goals, state educational standards, the needs of students and other stakeholders. The qualifications obtained as a result of the development of the educational program should be clearly defined and explained to stakeholders. The educational organization should monitor and periodically (once a year) evaluate educational programs with the involvement of employers to ensure and confirm that they achieve their goal and meet the needs of students and other stakeholders. Criteria for the development, approval, monitoring and periodic evaluation of educational programs educational institutions of primary, secondary and higher professional education:

Criterion 2.1. The presence of a clearly formulated, consonant with the mission of the educational organization and corresponding to the requirements of state educational standards of the educational goals of the educational program.

Criterion 2.2. The presence of developed with participation of representatives of professional, industrial and services organizations reflecting the labor market and relevant to the objectives of the educational program and formulated in universal and professional terms of the expected learning outcomes.

Criterion 2.3. The availability of clearly defined and appropriate public educational standards academic burden on educational program.

Criterion 2.4. Periodic assessment (once a year) of the expectations, needs and satisfaction of students and employers in order to improve the educational program.

Criterion 2.5. Provision of educational program places for passing all types of practices provided by the curriculum (introductory, educational, industrial, pedagogical, pre- diploma).

Criterion 2.6. Monitoring and annual assessment of the content of specific disciplines by the educational organization, taking into account the latest achievements of science and technology to ensure its relevance.

Criterion 2.7.

 Implementation of monitoring:
– load, progress and release of students;
– effectiveness of their evaluation procedures;
– expectations, needs and satisfaction of students and employers training on the educational program;
 – educational environment and support services and their compliance with the gobjectives of the educational program;
– employment of graduates in order to establish the adequacy and increase the efficiency of educational services.

Criterion 2.8. Identification of processes and responsible persons (services) for monitoring and periodic evaluation.

Criterion 2.9. Analysis, discussion with the involvement of interested parties of results of monitoring and periodic assessment and its use to improvement of the organization of educational process.

Criterion 2.10. The educational organization and higher professional education, expect the criteria provided by point 8 of these Minimum requirements, uses results of the scientific researches in educational process.


3 standard. Minimum requirements for students-centered learning and assessment of

progress of students The educational organization should implement the processes of students-centered learning in their educational program. The methods by which educational programs are implemented should encourage students to take active action in the joint construction of the educational process. Criteria for personality-oriented learning and assessment of student’s performance in educational institutions of primary, secondary and higher education:


Criterion 3.1. The use of regular feedback from students to assess and adjust pedagogical methods, educational forms and technologies.

Criterion 3.2. Possession of assessing person (examiners) methods of testing the knowledge of students and continuous training in this area.

Criterion 3.3. Publication by the educational organization on its website of evaluation criteria and methods that are adequate in relation to the expected learning outcomes that students must achieve, as well as demonstrating the level of achievement of the student of the planned learning outcomes.

Criterion 3.4. Ensuring the objectivity and transparency of the evaluation procedure, including mitigating circumstances and providing for a formal appeal procedure of the evaluation results.

Criterion 3.5. Informing fully students about the used procedureof their assessment, about the expected types of control (exams, tests, thesis defense, etc.), about requirements to trained students, about the applied criteria for an assessing of their knowledge.

Criterion 3.6. Analysis of the causes of drop out of students and the adoption of measures to improve their performance and consolidation of students.

Criterion 3.7. The presence of developed and implemented procedures for respond to complaints of students. For educational organizations of secondary and higher professional education, in addition to the above criteria, the following criteria are established for personality-oriented training and assessment of the progress of students:

Criterion 3.8. Application by the educational organization of innovative teaching resources, pedagogical methods, forms and technologies in order to improve the quality of education.

Criterion 3.9. Identification by the educational organization of needs of various groups of students and their satisfaction through additional courses, electives and circles. For educational organizations of higher professional education, in addition to theabove criteria, the following criteria are established for personal-oriented training and assessment of the progress of students:

Criterion 3.10. Implementation of educational programs by the educational organization, allowing to take into account the needs of different groups of students, to provide opportunities for the formation of individual learning trajectories.

Criterion 3.11. Use by the educational organization of flexible options for the provision of educational services (including the use of electronic and distance learning technologies).

Criterion 3.12. Ensuring the organization of the education process of effective interaction between teachers and students in the field of education and research aimed at the development of a dynamic educational environment, support individual achievements of students.

Criterion 3.13. Availability in educational programs of the necessary types of practices, internships and other types of training outside the walls of higher education for the acquisition of practical experience related to the training of students.


4 standard. Minimum requirements for admission of students, the recognition of the result of education and the graduation of students

The educational organizations must have pre-defined, published on its website and consistently applied rules governing the admission of students, the recognition of the results of education and the release of students. Criteria for the admission of students, the recognition of the results of education and the release of students in educational institutions of primary, secondary and higher education.

Criterion 4.1. The use of impartial and objective methods and procedures for the selection and admission of students, as well as the exclusion of unreasonable barriers to the admission of potential students.

Criterion 4.2. Transparent and consistent application of the rules, process and criteria for admission of students.

Criterion 4.3. Obtaining complete and timely information and advice to students on the chosen educational trajectory, as well as academic mobility programs and career opportunities.

Criterion 4.4. Availability of clear procedures and tools for collection, monitoring and follow-up on the basis of information about academic achievements of students.

Criterion 4.5. Educational organization objective recognition of qualifications and periods of study prior learning for the achievement of the students expected learning outcomes and facilitate the academic mobility.

Criterion 4.6. The support of educational organization of the students who completed training on the educational program and have achieved the expected learning outcomes, the document on education, confirming qualification, including achieved learning outcomes, and the contents and status of education and evidence of its completion.


5 standard. Minimum requirements for teaching and teaching support staff

The educational organizations shall have the competent personnel having professional experience for work with the students. Teachers should have full knowledge and understanding of the subject taught, the necessary skills and experience to effectively transfer knowledge un the educational process, as well to organize feedback on the quality of their teaching. Criteria for teaching and teaching support staff in educational institutions of primary, secondary and higher education.

Criterion 5.1. Use by the educational organization of transparent and objective criteria for acceptance of teaching and educational support staff for work, promotion in accordance with the labor legislation of the Kyrgyz Republic.

Criterion 5.2. Create educational resources for the selection, motivation and consolidation of teachers and for research.

Criterion 5.3. Availability of the real plans of professional development of teaching and educational support staff developed by the educational organization and carried out.

Criterion 5.4. The existence of a permanent system of professional development of teachers and teaching support staff, promoting professional development and allowing to be constantly informed about the latest changes in the field of its activities.

Criterion 5.5. Creation of conditions for periodic training of teachers in innovative educational methods and technologies.

Criterion 5.6. The educational organization of higher and secondary vocational education, in addition to the criteria under paragraph 17 of these Minimum requirements has a system of encouraging academic research to strengthen the links between training and research and implementation of innovative teaching methods and the use of advanced technologies.


6 standard. Minimum requirements for the material and technical base and information resources

The educational organization must ensure the availability of sufficient, accessible and appropriate educational goals of material and technical base and information resources. Criteria for the material and technical base and information resources in educational institutions of primary, secondary and higher education.

Criterion 6.1. Providing students with the necessary material resources (library collections, computer classes, educational equipment, other resources) available to students of different groups, including persons with disabilities.

Criterion 6.2. Providing the organization of stability and sufficiency of educational areas.

Criterion 6.3. Compliance of premises of educational institution to sanitary and hygienic norms and rules, and requirements of fire safety, and also requirements of labor protection and safety measures according to the legislation of the Kyrgyz Republic in the field of labor protection.

Criterion 6.4. Provision in the hostel (if any) conditions for study, accommodation and leisure.

Criterion 6.5. Ensuring appropriate working conditions in reading rooms and libraries.

Criterion 6.6. Providing appropriate conditions for food (in the presence of a dining room or buffet), as well as medical care in the medical centers of the educational organization.

Criterion 6.7. Providing students necessary for the full implementation of the educational process equipment, textbooks, manuals and other teaching materials, including electronic ones.

Criterion 6.8. Providing students with appropriate human resources (curators, class teachers, teachers in dormitories, psychologists, etc.) in order to support and encourage students to achieve learning outcomes.

Criterion 6.9. Educational organization of higher professional education in addition to the above criteria, provides appropriate conditions for scientific activities of students.


7 standard. Minimum requirements for information management and communication to the public

The educational organization shall regularly publish up-to-date, impartial and objective, quantitative and qualitative information on the implemented educational programs and qualifications. The social role of the educational organization should include informing the public about the implemented program and the expected results of its implementation, assigned qualifications, the level of teaching, training and evaluation procedures and educational opportunities for students. The educational organization should regularly publish on its website objective information about it activities. Including a list of ongoing educational programs, which should be accurate, impartial, objective and accessible. Criteria for information management and communication to the public in educational institutions of primary, secondary and higher education.

Criterion 7.1. 

Collection, systematization, generalization and storage of the following by the educational organization for planning and realization of its educational goals:
– information about the contingent of students;
– data on attendance and performance, achievements of students and dropouts;
– satisfaction of students, their parents, graduates and employers with the implementation and results of educational programs;
– availability of material and information resources;
– employment of graduates;
– results of research work of students (for higher education institutions);
– key performance indicators of the educational organization.

Criterion 7.2. Participation of students and employees of the educational organization in the collection and analysis of information specified in sub-paragraph 7.1.

Criterion 7.3. Providing the educational organization to the public on an ongoing basis information on its activities, including:
 mission;
 educational purpose;
 expected learning outcomes;
 assign skills;
 forms and means of education and teaching;
 evaluation procedures;
 passing scores and learning opportunities provided to students;
 information on employment opportunities for graduates;
 results of research activities of students (for higher education institutions).
Criterion 7.4. The use of the educational organization to provide information to the public on its website and the media. Criterion 7.5. In educational intuitions of secondary and higher professional education, in addition to the above criteria, the management of the educational organization is carried out with the help of an automated (software) management system. In the absence of the specified system the educational organization of secondary and higher professional education plans its development or acquisition and start-up in operation.


8 standard. Minimum funding requirements for educational institutions

The system of financing of educational organization should ensure the efficiency and transparency of the use of financial resources of the educational organization. Sources of funding are both budgetary funds and income from provision of paid educational services, research and other works that do not contradict the legislation, sponsorship and charitable assistance, gratuitous contributions, grants, etc. Assessment of financial stability is based on the analysis of financial statements (balance sheet, income and expense report), as well as interviews with employees of the accounting and financial analysis service, heads of departments of the educational organization and stakeholders. Criteria for assessing the financing educational institutions:

Criterion 8.1. Availability of financial management system for the rational use of resources of an educational organization.

Criterion 8.2. Availability of the mechanism of financial stability and viability of the educational organization (average cost of training, salary of administration, teaching staff and personnel, motivation system, self-supporting activities, etc).

Criterion 8.3. The existence of a mechanism for assessing the adequacy of financial support for various activities of the educational organization to support and develop educational research (for HPE).

Criterion 8.4. Availability of an effective financial reporting mechanism and ensuring the transparency of budget allocation and its efficiency with the help of an automated accounting program.

Criterion 8.5. Analysis of amount of funding for the educational process over the past 5 years.

Criterion 8.6. The existence of an internal audit system and the results of regular external, independent financial audits. Analysis of the results of implementation and making appropriate adjustments to its recommendations and comments.

Criterion 8.7. Existence at divisions and project teams of the educational organization of own means and the rights to dispose of them independently.
